Короткий огляд (реферат): In the article the directions and mechanisms of public regulation of science development in higher educational institutions of the SES of Ukraine have been analysed. The theoretical approaches to the development of the public regulation system of scientific activity have been improved. The contemporary situation of the scientific and scientific-technical activity development in Ukraine has been analysed. The mechanisms of the state support of science development have been considered. The proposals concerning improvement of the public regulation of the scientific and scientific-technical activity in higher educational institutions of the SES of Ukraine have been developed. The following problems have been singled out as the most urgent: introduction of the results of research activities into the practice of the SES units of Ukraine and in the system of vocational training and retraining of its employees; optimal use of the considerable scientific potential of educational institutions; the problems of the organizational, informational andfinancial constituents; normative and legal regulation of the activity of this specific type of higher educational establishments; the quick pace of changes in the organization and management of departmental science. The degree of the problem development demonstrates that the public comprehension of the scientific sphere of society is traditionally apart of the problemfield of domestic andfioreign scientists. At the same time, the analysis of the scientific works shows that the problem of conceptualization and evaluation of the management of the effectiveness of the scientific activity of the educational institutions of the SES of Ukraine in the conditions of the scientific sphere reformation of modern Ukrainian society have notyet received a deep understanding.
